USPA NEWS - The third edition of the Normandy for Peace World Forum organized by the Region began this Thursday, October 1, at the Abbaye aux Dames, in Caen, in the presence of a thousand people. During the second edition, in 2019, This year, no less than five Nobel Prize winners will participate in the event. In 2020, during the complex situation of the CVOID-19 outbreak, the 3rd edition of the Normandy World Peace Forum entitled "Preventing War: Responding to new threats », there were 122 speakers from 34 countries, thanks to the web conferences, and 30 partners in the Village or the sessions participated in the animation of the Forum. This year 2020, marks also the validation of the 'Normandy Index for Peace ´ aims to measure the level of conflict in the world, by the European Parliament. It correlates 11 dangers which threaten peace: climate change, cyber security, economic crises, energy dependence, fragile states, the murder rate, freedom of the press, terrorism, armed conflicts and weapons of mass destruction.The First Normandy Index was presented in 2019 during the Normandy World Peace Forum. The results of the Normandy Index 2020, published during the 3rd edition of the Forum, display a rise of the global average. QUESTION USPA: HOW DID YOU MANAGE TO MAINTAIN THIS 3RD EDITION OF THE WORLD NORMANDY FORUM FOR PEACE DESPITE THE COVID-19 PANDEMIC AND IT SEEMS THAT SO MANY VISITORS HAVE COME SO FAR?---------------------------------------------------------------------------------------------------------------------------------- ANSWER HERVE MORIN: The authorized reception capacity has been reduced to seven hundred (700) people in the plenary room and the adjoining rooms, and compared to last year, in the open air and to allow a strict organization with more people. All this was set up upstream with the police prefecture. And then we added night sessions, and even more sessions and events over the 3 days, which take place mostly outdoors, instead of keeping everything in busy days with a smaller number of participants, in respect of social distancing, (one chair in two)--------------------------------------------------------------- USPA QUESTION: THIS YEAR THE EUROPEAN PARLIAMENT PUBLISHED AND VALIDATED THE EUROPEAN PEACE INDEX LAUNCHED BY THE WFNP AND WHICH IS YOUR PARTNER SINCE THE 1ST EDITION, IS IT A VERY STRONG GUARANTEE OF CONFIDENCE AND ADDED VALUE, SO DOES THE UNITED NATIONS ?------- ANSWER HERVE MORIN: Yes, since the beginning of the Normandy World Peace Forum, there has been an agreement linking the Normandy Region and the European Union, and European policies, and it was during the 3rd edition that there was a report from the Union. QUESTION USPA: THE FRENCH REGIONS PLAYED AN ESSENTIAL COORDINATED ROLE WITH THE GOVERNMENT DURING THE LOCKDOWN PERIOD OF COVID-19, HENCE, A DECENTRALIZED APPROACH. CAN YOU EXPLAIN YOUR OWN EXPERIENCE AS THE PRESIDENT OF THE NORMANDY REGION AT THAT CRITICAL TIME ?------------------------------------------------------------------------------------------------------------------------------ ANSWER HERVE MORIN : The region observed the weaknesses of transmission on certain subjects, and the protection of caregivers and populations and representatives of the world of work in companies, so our Normandy region has undertaken its mission which was to provide masks, in fact millions of masks offered both for health personnel, (The masks are FFP2P and surgical) . Then there was the fall in economic activity and we were able to provide 5 million masks in the middle of the company, and to the mayors who had distributed them, either to the public service and funded up to 80 % by Europe, and the rest of is 20% financed by the Normandy Region. Then as for the obligation to fight against the digital disruption, we sought to improve the workspace and to connect and we also provided computers. Each year, 48,000 computers are offered to children at school to avoid social inequalities, as in every high school in Normandy.
